Some Kentucky cities and counties require landlords to register rental properties, pay a fee, and pass periodic inspections. Others do not. Requirements differ across Louisville Metro, Lexington, the northern Kentucky cities, and smaller municipalities.
Because it is local, out of area owners frequently do not know a program exists until a citation arrives. Notices often go to the property address, which is the one place an absentee owner is not reading mail.
Unpermitted work is the other half
Converting a basement to a unit, adding a bedroom, finishing an attic, or splitting a single family into two units without permits creates a separate problem. The jurisdiction may require exposure of concealed work for inspection, or removal of it.
It can also affect insurability and the legal status of the units. A duplex that is legally a single family is a real issue for a financed buyer and a manageable one for us.
