In older Louisville, Covington, and Newport neighborhoods this is closer to the rule than the exception. Inspectors flag it, buyers get alarmed, and deals stall over something that has often been stable in place for decades.
Intact and undisturbed is a different problem than damaged
Asbestos containing material that is intact and not deteriorating is generally considered lower risk than material that is friable and releasing fibers. Damaged pipe insulation in a basement is a more immediate concern than siding in good condition.
That distinction matters for what abatement costs, and abatement is regulated work with licensed contractors and disposal requirements. It is not a weekend project and should not be treated as one.
Why this ends retail sales and not cash ones
A retail buyer sees a hazard line item and an unknown cost. Their lender may or may not care depending on condition, but the buyer usually does, and they walk.
